If a Canadian woman gives birth to a baby while in a foreign country, is the newborn a citizen of Canada?

The woman was born and raised in Canada, holding a Canadian passport, but got pregnant and had a baby in the Philippines. The father is Swiss (not sure if that matters at all). Just wondering if she would have to apply for Canadian citizenship from overseas, or if the baby is automatically considered Canadian from birth.

On Wednesday, February 16th, 2011, CBC Winnipeg aired a short news story about my and Rockey’s immigration woes on the Supper News and another, shorter clip on the Late Night News. They also aired stories on Radio One on the morning show, noon show and throughout the day. Rockey applied for a Permanent Resident Visa to Canada in October 2007. In August 2008 it was approved then revoked days later. It was finally refused March 2010. I filed an appeal in May 2010. We are STILL waiting! How can Citizenship and Immigration Canada explain this injustice? Please petition the Minister of Immigration, Jason Kenney on Arafat Moomen and Lesley Kretai’s behalf!
