He alleges that the Cuban Revolution had never engaged in terrorism, and concludes that does not mean they would not do so. However, in fact, the Cuban Revolution had already done so. On 26 April 1959, at the start of a visit to Canada, new Premier Fidel Castro was met by Belgian immigrant to Canada Georges Schoeters at the Montreal Airport. Castro subsequently brought Schoeters to Cuba on at least three occasions to train him to set up the Front de libération du Québec (FLQ) terrorist group to break up Canada.
