Can you change a Canadian tourist visa to a work permit without leaving Canada?

I will be visiting Canada while I have a Canadian work permit process. Do I have to leave Canada to America and re-enter Canada to go on the work permit? Is there anywhere I can go to simply have my tourist visa changed to a work permit?

Is there a way for me to get the work permit in canada if i came to canada in tourist visa?

I am trying to immigrate to Canada, i got to know that easiest way is to come over to Canada as a tourist using the tourist visa and then obtain work permit, and extend the visa to work there, after a while i can apply for permanent residence, is this true? i mean is it possible to obtain work permit for a tourist over there?

The Tourist Airport Immigration Lawyer(Canada) made me pay $1000 for refundable deposit fee, should I pay?
