Canadian Citizenship Test – Most Difficult Questions

My friend is, from Mexico, working and studying in USA @ the moment. She’s thinking of immigrate to Canada because US green card(employment based) process is waiting too long. Also, she can’t travel and re-enter USA while she’s waiting for green card.
She doesn’t have family in Canada, and can’t afford immigrate under business class/investing. The only class she can immigrate there is under skilled worker class, and she passed the skill worker self-assessment test. Please kindly advise the following if she applies for skilled worker class to Canada immgration dept. 1) What are the procedures and requirements? 2) How long is the wait time in order to receive the permittion of entering Canada? 3) Can she travel and re-enter Canada while her application is processing? 4) Is Vancouver a better location to apply for?
If any of you have any other suggestion, pls write.
