immigrate to Canada,
if I immigrate to Quebec first, do I still need to apply for canada immigration later?

I am doing research on which Canadian immigration program for business people is the best. Some people have recommended that I go through the Quebec immigration program for business people but I understand there is a difference between selection and admission and still the Canadian government will be involved can you clarify that for me?
