My friend intends to travel to Canada on a visit visa and stay with his relatives (Permanent Residents). He wants to change his visitor visa to student visa or work permit from within Canada itself, basically settle down there and become permanent resident. What needs to be done and how. I heard that the Border Guards are letting people into the US without a US passport just until the summer is over. Does anyone have any information about this “permissive” period? I already know what the law is; I only want to know if anyone has any anecdotal knowledge.

I ponder, if it is possible for a child (born) in Canada, to get Canadian citizenship, while none of the parents has Canadian resident permit (or citizenship) and they are there for some business purpose.
