The problem is, both husband and wife had very tense relationship, thus she returned back to her home country. They already mutually decided to have divorce by the end of this year.
And he wants to re-marry another lady from his native country.

According to Canadian Immigration laws, is he eligible to sponsor yet another person to Canada?
(he is already bound for his family for 3 years according to laws).

What possibilites and bindings he have?

Both my wife and I obtained about 14 years ago our canadian citizenship through naturalization. Our children from 2 to 6 are born in the USA where we live.
How can they become citizen of Canada?

We have looked up what needs to be done on the internet but it’s all far to confusing.
