How can I sue (CIC) Citizenship and Immigration Canada? They have either been negligent in my case or down right discriminatory!

Do mentally disabled get immigration for Canada in family sponsor scheme? Lawyers say they are usually deniED?

I Want to apply for my family in India for Canadian immigration in family sponsored scheme.My family includes my parents and a mentally disabled brother who is 23 ,will he be granted Canadian immigration since he mentally disabled and dependent on my parents?I meet one lawyer he suggested me that Canadian immigration doesn’t grant immigration to mentally disabled as they consider them as liability and because of that reason even my parents will be denied immigration.Can someone who has knowledge tell me what should I do in this case,please put some light on my case
