Recently, CIC (Citizenship and Immigration of Canada) has changed some rules of immigration. There is a roamer among my friends that based of 2010 rules, a student in Canada is not allowed to apply for permanent residency (as a skill worker) while (s)he is in student status. I took a look at the news post but I did not find anything related to it. Is it true?

The candidate/person does’t have good education background..
> He is high school dropped off
> Candidate understands and speak regular English, but is not strong in it.

By the way candidate sister is citizen of Canada, so I guess the blood relation will have some advantage.

Somebody informed that he can be process as a Refuge, any disadvantage in doing it?
