Immigration to Canada , File delay?

I passed the Interview of applicant skilled worker to Quebec with acceptance, and I apply to the Immigration to canada ( as per the process of Quebec applicant). My file is still In process from 8 months ( In details still showing in File received step only and not under review yet) Knowing that in comparison with my Friends already Immigrated it took maximum 5 months to finish the In process stage ( Receiving and reviewing file) and pass to Medical check stage but for my file its still showing received after 8 months.
what is the reason of delay? is it possible that is under review and the status not updated in the online tracking system?

I am planning on applying for canadian immigration. To have a lawyer it costs a lot, if I Could not have a lawyer, will it reduce the chances of getting an immigrant visa?

How long it will take to get the file number for canada migration?
