How does the Canadian credit system work?

I am very familiar with the US credit system as I am in real estate. I am curious how the Canadian system works. Also, when Canadians (or any other immigrants) move to the US they have to start all over again with regards to building credit. Is the same true a US citizen, emigrating to Canada?

i left dubai with unpaid credit cards, now i need to file immigrant status in canada, and they are asking for police clearance from dubai, would i have a criminal case in dubai?

When opening bank accounts, applying for credit cards, etc., will my credit history be taken into consideration prior to entry into Canada?

Note: I’m not talking about the emigration process, I’m referring to credit scoring issues only, and whether or not foreign nationals are given merit for previous history when making new financial arrangements or agreements in Canada.
