I am not a UK/EU citizen, but still can I apply for Canadian Immigration from England? And for how long does the immigration stay valid until the person enters Canada for the very first time?

My ex-bf just texted me saying that he is leaving the country in a few weeks (his Visa expired) and he said that he’s going back to work so he can make money to buy a plane ticket. Just out of curiosity…..doesnt Immigration Canada/Border Services provide you with a ticket since they want you to leave? Or does the person actually have to buy it themselves?
Let me explain: his visa expired 3 years ago, he’s been living illegally in Canada for 3 years. He’s been working under the table at a restaurant since. His actual hearing happened last year (sept 2008) thats when they found out about him and thats when he knew he was being deported. So they’ve actually been working on his case for a year and 2 months now. He just received a letter last week saying they made a decision when he was to leave. My question is just about the plane ticket…he says he has to buy a ticket, Im just wondering if thats true, since I would assume the Border Services of Canada provide that.
