Can my father, who was born on a US base in Canada, claim Canadian citizenship?

My father was born on a US base located in NewFoundLand in 1957. He has a Canadian birth certificate. He is a United States citizen and resides in the U.S. So would he be able to claim citizenship to Canada and possibly can he use his citizenship(if he can get it) to get my mom and his children citizenship? Also, if you can provide a link to Canadian Laws that govern this please do this. Thanks.
