I am living in Canada as work permit for 2 years. Can I apply for a residence visa in Canada?

I am Thai and 27 years old
I got vocational diploma of food and beverage in Thailand.
I have experience about kitchen helper and food service in Thailand for 7 years before came to work in canada.
Now I am working as cook in a Thai restaurant in Canada for 1 year and 7 months. I am wondering my job is lower than skill level type O,A,B as the immigration Canada required. if it is not Can I apply for residence visa in Canada before go back to Thailand or I must apply in Thailand only.

Some tell me that an immigration lawyer isn’t necessary, since he will not be able to make the process go any faster. Others say it makes a lot of sense to use a lawyer since this is his area of expertise and i need to make sure everything is done perfectly.
